Coin-operated amusement machines
Georgia’s coin-operated amusement machines, often called COAMs, are the local exception people mistake for casinos. The Georgia Lottery Corporation regulates them. Class distinctions matter. Some machines are ordinary amusement devices. Others can connect to a lottery-style system with specific prize rules. They sit in stores and other locations under a licensing scheme. They are not a permission slip to open a casino hotel, and they are not an online slot site.
The details of what a machine may award are in the corporation’s rules, and those rules are the only version that counts. A player-facing screen that looks like a slot does not tell you the legal classification. If you play one, you are in a regulated amusement and lottery-adjacent product, with the limits that product has. You are not in Las Vegas.
Do not let a COAM normalize every other machine. A gray-market cabinet that is not on the regulatory system is not “basically the same.” The point of the licence is that the state can name the operator and the machine class.
Worked example 2. A convenience store has a bank of machines that pay in a way the clerk describes as “just like the lottery ones.” You ask which class the machine is and whether it is on the lottery corporation’s system. The clerk cannot say. You do not need a debate in the aisle. You skip the machine and, if you want the legal version, you use a product you can match to the official rules.
Sports betting bills are not sportsbooks
Georgia lawmakers have repeatedly discussed sports betting, often as a constitutional question because the lottery itself required a constitutional path. A serious bill, a study committee, and a governor’s comment are all real political facts. They are not an operator licence. How to check a Georgia claim

- Match the company name on the cashier to a name the state actually published.
