The house is paid by the rules
On a game you play against the operator, the casino is the bookmaker. It accepts your stake because the paytable is written in its favor over a long series of bets. You can still win the next round. You can win several. The business does not need you to lose every time. It needs the rules to be applied as written, over and over, by many players.
Think in a small hypothetical, not a market statistic. Suppose you deposit $100 and the game lets you bet $10 at a time. If you keep betting, you may wager far more than $100 before the balance is gone or you leave. Whatever margin the rules contain applies to that larger stream of wagers, not only to the deposit. The margin has ordinary names. People talk about house edge from the operator's side and return to player from the player's side. They are two readings of the same rules. Players who never finish the requirement forfeit the bonus and sometimes the winnings tied to it. Players who try to finish it place more bets under the same game math.
