States, skill arguments and tax are different layers
India does not give you one national 'online casino: yes' statute you can wave at an offshore site. The Public Gambling Act 1867 still sits in the background while states write their own gaming laws. Some states license limited local products. Others have banned online real-money gaming and fought about it in court. How to read a primary source in India
